Visit to the Printall plant in Tallinn: a deep dive into the printing industry

On Monday March 25, a delegation from CAdFE had the privilege of visiting the Printall factory in Tallinn’s Lasnamäe district.
Welcomed by Margus Liivamägi, head of the sales and development department, and Rémi Boisbourdin, sales representative for Printall AS, we had the opportunity to discover an essential facet of the Estonian printing industry.

Since 2001, Printall has been owned by the Ekspress Grupp, becoming in 2007 the first media company in the Baltic States to be listed on the stock exchange. Initially, the company produced a range of ten newspapers and ten magazines, mainly in Estonian and Russian, with no exports.
Over the years, however, it has expanded to export its products to eighteen European Union countries, as well as Iceland, with a primary customer base in Northern Europe and France.

France accounts for 20% of sales, as does Finland.
Printall has over 75 different French customers, with weekly deliveries guaranteed without fail.
The company’s reputation is built on its commitment to quality and punctuality.

Rémi Boisbourdin, a Frenchman living in Estonia and working daily at Printall, plays a crucial role in maintaining relations with French customers and in prospecting new markets.
His in-depth knowledge of French and Estonian cultures makes him a valuable asset, serving as a bridge between the two countries.
Printall’s annual sales are between 25 and 30 million euros, fluctuating according to the price of raw materials such as paper and ink.
Despite the digital age in which we live, the importance of paper-based media persists, particularly for weekly publications, which offer higher-quality articles and more polished photos.
The factory tour gave us a close-up view of Printall’s impressive operations. A huge three-storey printing press operates eight hours a day, producing more than ten different titles. Thanks to an ink spraying system with four main colors (cyan, magenta, yellow and black), over a thousand colors can be obtained.
The plant uses mainly two types of paper, sourced largely from Finland, with a stock of 1,000 tons sufficient for two months’ production.
Printall is also committed to recycling practices, 95% of the waste it produces is recycled, recycling aluminum printing plates and using the heat generated by its gas-fired machines to heat the building.
In addition, 15% of their electricity consumption comes from solar panels on the factory roof.
Over the years, the company has automated many difficult manual tasks, reducing its workforce from over 700 to 300.
It also has smaller presses for lower print volumes, adapted to more flexible and efficient production.

The atmosphere inside the plant is maintained at a constant humidity of 60%, thanks to vaporizers, to reduce the presence of static electricity, thus providing a healthy working environment.
Every day, 60 tonnes of paper arrive by truck, the equivalent of 4 to 5 trucks a day.

Our visit to the Printall plant gave us a better understanding of the importance of the printing industry in the Estonian economic fabric, and its links with French consumers. Despite the challenges posed by the digital age, Printall remains an essential player, offering high-quality printing solutions while remaining attentive to market needs and developments.

Call for entries for a business start-up competition for Ukrainian women.

We are delighted to announce the second edition of the Business Idea Competition designed to support and empower Ukrainian women in Estonia in realizing their entrepreneurial aspirations.

If you have a unique business or startup idea, we want to hear from you!

The winner will receive a variety of prizes, including mentoring opportunities on business creation and a one-year membership of CAdFE.

The second edition of the competition is organized by the Club d’affaires des francophones en Estonie in collaboration with renowned institutional partners such as the French Embassy in Estonia, the Ukrainian Embassy in Estonia, the Tallinn Migration Centre, IOM, the NGO Lifeline, the NGO Hands For Ukraine, FICE and others.

Tallinn Migration Center: a welcome and inclusion hub in the heart of Kalamaja

Nestled in the heart of the Kalamaja district, the Tallinn Migration Center is no less than 17 passionate individuals who work on a daily basis to offer essential support to those who choose to settle in Tallinn.
Initially established as a reception center for Ukrainian refugees, the facility recently underwent a change by adopting the name Tallinn Migration Center, reflecting its commitment to being a place open to all, regardless of their origin.

The center’s missions are as vast as they are crucial, ranging from emergency reception of refugees, including care, housing and vital needs, to comprehensive guidance in all aspects of daily life, such as work, professional reorientation, housing, training, education, counseling and language learning.
In close cooperation with the International House of Estonia, the center works together to offer comprehensive support.
Online, a dynamic team works hard every day to sort information, update the website and maintain an active Facebook page, promoting transparency and communication.

Violaine Champetier de Ribes presented CAdFE, the Club d’Affaires des Francophones, and discussed possible avenues of collaboration.

We had the opportunity to exchange views on the integration model in France, highlighting what works and the challenges encountered.
The sometimes complex French integration model was compared to the Estonian approach, which aims to understand everyone’s differences while preserving and celebrating cultural diversity.
The center welcomes all questions with enthusiasm, as they help to enrich its spectrum of action, enabling it to provide precise answers.
A survey of foreign residents has provided suggestions for further improving reception in Estonia, and for introducing new measures.

Given the diversity of initiatives underway, the center recognizes the need to synthesize these efforts to enable more effective integration.
Despite the existence of many useful initiatives, some remain little known, and it is essential to publicize them.

With a growing number of 5,000 immigrants a year and a foreign community of between 70 and 75,000 in Tallinn, Estonia has become a destination of choice, attracting people in particular with its innovative digital model.
The Tallinn Migration Center’s ethos is clear: listen, include and treat everyone with kindness. The diverse team, comprising a psychologist, a lead specialist, a coordinator dedicated to personalized support, an administrator and temporary recruiters, is actively involved.
Alice Järvet, in charge of the business start-up competition for Ukrainian women in Estonia, organized for the second year running by CAdFE, highlighted the support already received from numerous institutional partners (the French Embassy in Estonia, the Ukrainian Embassy in Estonia, IOM, NGO Lifeline, NGO Hands For Ukraine, the Council of Foreign Investors in Estonia).
The competition provides an opportunity for these women to develop their entrepreneurial projects, enabling them, in the words of the participants in the first edition, not to feel defined by their refugee status, but to grow beyond these preconceived labels.

At the end of the meeting, the Tallinn Migration Center agreed to become an official partner of the competition. Many thanks to them for their support.

On February 28, members of CAdFE (the Business Club for French speakers in Estonia) were graciously invited to the quarterly breakfast exclusively for members by His Excellency Emmanuel Mignot, the French Ambassador, at the Residence of France.
The guest of honor was Oliver Väärtnõu, CEO of Cybernetica and Vice-President of the Estonian Chamber of Commerce and Industry. This exclusive meeting provided a unique platform for CAdFE members to take part in cross-cutting discussions on Artificial Intelligence, data protection, Cybersecurity, digital identity and avenues for bilateral collaboration.

The breakfast at the French Residence was an excellent opportunity for CAdFE members to interact with His Excellency Emmanuel Mignot and Oliver Väärtnõu, who shared their perspectives on the development of information technologies and the partnerships between Estonia and France in this area.
Cybernetica’s CEO shared with guests a number of projects on which Cybernetica works on a daily basis, including data manipulation detection, the development of a data collection platform, and biometric identity verification . He also presented the EUCINF (EUropean Cyber and INFormation warfare toolbox) project, supported by the European Commission and conducted in cooperation with Airbus, on the creation of software to help manage fake news and cyber warfare.
A highlight of the meeting was Oliver Väärtnõu’s insightful analysis of the different approaches to artificial intelligence in France and Estonia.
As vice-president of the Estonian Chamber of Commerce and Industry, Oliver presented possible partnership opportunities between the Estonian Chamber of Commerce and Industry and CAdFE, once we officially become a France International Chamber of Commerce and Industry in the coming months.

At Mr Väärtnou’s invitation, a visit to Cybernetica will be organized for our members in early May.
Organized exclusively for CAdFE members by the French Embassy, this breakfast continues a local tradition for the future International Chamber of Commerce.

Nuclear Energy in Estonia: Crossroads at the Franco-Finnish Seminar

A few days ago, on Wednesday February 21, 2024, CAdFE was invited to take part in a seminar on nuclear energy in Estonia, orchestrated by the French Embassy.The aim of the seminar was to feed the debate through the sharing of French and Finnish experiences.
Here are a few extracts from the interesting exchanges between experts that took place during the morning.

The French Ambassador to Estonia, H.E. Emmanuel Mignot, opened the meeting by emphasizing that the aim of the seminar was to feed the debate through feedback. Estonia has indeed opened a public debate on nuclear energy, and a decision will be made by a vote in parliament by the end of 2024.

The international context of nuclear power, with 56 reactors under construction worldwide, was presented, highlighting the significant share in Europe and France.
Nuclear power accounts for 25% of the EU’s energy mix, a response to the zero-carbon challenges set by the EU for 2050.
France was open to cooperation with Estonia, while emphasizing its respect for the Baltic country’s sovereignty.

Estonian Perspectives and Presentation of the Nuclear Energy Working Group Report
Estonian experts Anti Tooming and Reelika Runnel, who are part of the nuclear energy working group, took part in the morning’s discussions.
The aim of this interministerial group, formed in 2021, is to provide the best knowledge on the subject to enable the country to decide on the potential role of nuclear power in achieving climate goals and ensuring energy security in Estonia.
The final decision on whether or not to build a nuclear power plant will be a societal choice determined by the vote of parliamentarians in 2024.
The prospects for nuclear power in Estonia have met with strong public support, with over 60% of the population declaring themselves to be in favor of nuclear power. The proposed sites could also stimulate regional economic development.
However, the need for qualified experts was highlighted, implying an initial reliance on foreign experts.
International cooperation has been very important in this project from the outset, following the recommendations of the International Atomic Energy Agency (IAEA), underlining the importance of international standards in nuclear safety.
The IAEA has also given a positive opinion on the construction of a nuclear power plant in Estonia.
The research budget for ensuring scientific and technological advances in the field of nuclear energy amounts to 577,000 euros, of which more than a third, i.e. 209,000 euros, comes from European funds dedicated to research and development.
How much does such a project cost?
According to the report, the Estonian state’s expenditure on infrastructure development will be offset fairly quickly.
This compensation will arrive during the power plant’s construction phase, and will come from the state’s income from labor taxes and the impact on the regional economy resulting from construction activities.

When the plant is built – some 11 years after the launch of the nuclear program – the tax revenues received by the state would exceed expenditure by at least 5.5 million euros in the worst-case scenario, or 19 million in the most likely case.

Furthermore, the total cost to the State budget of the regulatory framework and educational programs for expert training would amount to 73 million euros , with an additional allocation estimated at 54 million euros.
This allocation is still difficult to estimate precisely, and will be used to cover rescue and technical capacity-building measures.
During the public question and answer session, the speakers addressed several crucial points.
In the event of failure, the importance of exploring other energy sources, notably hydrogen, was stressed.
The EDF representative assured the audience that the French company would be ready to support the Estonian government in this endeavor.
It was stressed that the role of the private sector in financing the project should not be underestimated, building on its success in other fields, such as space programs.
Finally, the Swedish Ambassador to Estonia, H.E. Ingrid Tersman, suggested the creation of a regional training complex for nuclear experts with our Nordic neighbors, offering an innovative perspective to regional cooperation.
Energy Security, Energy Sovereignty and Energy Sobriety: The Pillars of a Sustainable French Strategy
In her presentation, Cécile Maisonneuve, associate energy expert at the Institut Montaigne, highlighted Europe’s current dependence on Russian gas, underlining an insufficient focus on energy security in recent decades. Cécile Maisonneuve proposes a combined hydroelectric and nuclear approach as the key to decarbonization.
She stresses the need to prioritize the production of green electricity to support the development of new green industries.

Dependence on China in renewable energies was also singled out, as was the decision to leave this sector to the private sector.
Maisonneuve insisted on the importance for Europe of breaking away from Russia by renewing nuclear power, underlining the geopolitical stakes and the security of the electricity system.

Géraldine Raud, representing the French Ministry of Ecological Transition, outlined France’s ambitious carbon neutrality objectives.
The objective of reducing electricity consumption was highlighted, supported by a survey carried out by RTE (Réseau de Transport d’Électricité, an EDF subsidiary) on the evolution of electricity consumption and production up to 2050. Three different scenarios are envisaged, but the conclusion underlined that without nuclear power, carbon neutrality will not be achievable.
This approach is supported by two major economic plans, “France Relance” and “France 2030”.
In the discussion, the importance of a regional approach was raised, in particular by the RTE survey, which takes account of dependency between regions, with reference to Germany’s decision to abandon nuclear power.
However, speakers pointed to the lack of synergy and discussion at European level on the subject, indicating a greater need for cooperation.
Finland shared its experience with increased energy production coupled with reduced consumption, pointing out that the issue of reduction is not receiving sufficient attention.
On the other hand, the French initiative on energy efficiency in buildings and industry caught the public’s attention, with examples such as 1 euro insulation, and lowering the temperature in public buildings to 19°C, which has resulted in a 10% reduction in electricity consumption.
Nuclear Waste Management Strategies: Finnish and French Experiences in Transparency, Acceptance and Implications
Pasi Tuohimaa, Head of Public Relations at Posiva Solutions, highlighted the Finnish experience of nuclear waste management by this private company.
With experience spanning 44 years, the process, including site selection, excavation and licensing, culminated in the construction of a nuclear waste processing site located on the island of Olkiluoto in Finland.
The storage capacity is 6,500 tonnes of uranium. The current public acceptance rate of 80% is attributed to a policy of transparency, reinforced by communication campaigns and, in particular, an active presence on social networks, notably with a campaign on the EU’s green taxonomy, illustrated by hashtags such as #rocktorock.
As ambassadors, employees contribute to the site’s positive image.
Posiva Solutions presents a complete solution for the management and storage of nuclear waste.
The head of the International Atomic Energy Agency praised the quality of the project.
Nicolas Solente from the French National Agency for Radioactive Waste Management (ANDRA) presented an example of waste processing in France, with the Morvilliers and La Chaise sites in the Aube region specializing in the treatment of low-level radioactive waste. He highlighted the diversity of nuclear waste, mainly from nuclear power plants (60%), research (25%) and defense (9%), with three main producers: CEA, EDF and Orano. Almost 1,760,000 m³ of nuclear waste have been produced up to the end of 2021. Solutions for the treatment of high-level waste and long-lived intermediate-level waste are currently being developed. As for the management of low-level waste, the two sites at Morvilliers and La Chaise are already in operation and working perfectly.
Solente emphasizes the governance and interactions between stakeholders, highlighting the involvement of all players in this process, demonstrating a well-defined strategy.

Experience in France and Finland has shown that the proximity of the population to a treatment site influences their willingness to accept a new center, with greater acceptance coming from those who are better informed.
Public perception of nuclear energy and the financial impact on local communities
Michel Berthelemy, Strategic Nuclear Policy Advisor at the OECD’s Nuclear Energy Agency (NEA), discussed public perception of nuclear energy and financial returns for territories.
His work at the OECD focuses on research into nuclear safety, technology and policy.
He underlines the importance of COOP28, noting that the issue of nuclear power has been raised for the first time in bilateral cooperation between countries using nuclear power since the beginning of its use.
In conclusion, the French Ambassador to Estonia, H.E. Emmanuel Mignot, expressed his sincere thanks to all participants for their commitment and contribution to the discussion.
He underlined the importance of the informal discussion that had emerged, highlighting a trend towards a more rational approach to nuclear energy.
This shift in perception indicates a significant change in the way people approach and understand nuclear issues. The ambassador also recalled that France stands ready to support Estonia in the decision it will take, underlining the ongoing commitment to cooperation and sharing of expertise between the two nations.
He expressed the hope that this growing rationality will continue to guide debates and decision-making in the field of nuclear energy, fostering a balanced and informed understanding of this crucial energy source for the future.

The theme of our conference, “Does it still make sense to invest in Estonia?”, is a multifaceted exploration of Estonia’s economic future.
Given the recent economic downturn, including a significant recession in 2023 and an estimated GDP contraction of -2.6% according to EU projections, we aim to dissect the crucial question of Estonia’s economic trajectory.
Our aim is to examine the growth potential for 2024, identify the key sectors that will drive recovery, and highlight Estonia’s intrinsic strengths that will underpin its resilience in the face of economic uncertainties.

Le Bateau Blanc by Xavier Bouvet: A Poignant Story from the Heart of Estonia

CAdFE, the Business Club for Francophones in Estonia, is pleased to highlight the latest book by one of its members, Xavier Bouvet, entitled “Le Bateau Blanc”.
In this captivating novel, the author plunges his readers into the heart of the dramatic events of September 1944, when a small Baltic nation, Estonia, finds itself at a crossroads between the flight of German troops and the imminent arrival of the Red Army.

The story takes place in Tallinn, where Otto Tief and his companions in misfortune are attempting to restore Estonian independence by creating a short-lived government.
Their daring plan is to reach neutral Sweden via a mysterious resistance ship anchored on Puise beach in the west of the country.
However, the wait drags on, endangering the lives of these men and their vision of the rebirth of the Estonian Republic.

The story explores the shattering destinies of these characters, in particular that of Otto Tief, who, through a series of tragic events, is swept up in a spiral of exile and captivity.
Xavier Bouvet skilfully portrays the crucial choices made in September 1944, decisions that have lifelong repercussions.

Beyond the historical intrigue, “Le Bateau Blanc” brings to light other fascinating figures who left their mark on this pivotal era.
Political figures such as former Prime Minister Jüri Uluots and President Päts, as well as literary eminences like the poetess Marie Under and the sulphurous poet Vares alias Barbarus, gravitate around Tief, adding further depth to this saga.
A meeting with the author will take place on February 19 at 18.00 at the Institut Français.

Comment as-tu découvert l’Estonie et qu’est-ce qui t’a poussé à t’y installer?

Estonia began as an unexpected stopover on a trip between Riga and Helsinki.
I fell in love with Tallinn immediately, especially under its blanket of snow when we first met in March 2010.
Each return journey extended my discovery of the country, until my decision, in 2022, to settle there for family and professional reasons.

2. What did you find positive about joining CAdFE?

Working in online opinion analysis, the Club d’Affaires des Francophones en Estonie offers me an ideal platform to meet various professionals active in the country.
The events organized are convivial moments where enriching discussions about Estonia take place, in places I might not otherwise have discovered.
The frequency of the events fits in perfectly with my schedule, enabling me to participate on a regular basis.

Author biography: Born in Metz in 1984, Xavier Bouvet studied history and communications in Leipzig and Paris.
Involved in municipal life in Metz in recent years, he now lives in Tallinn.
“Le Bateau Blanc” is his first novel, the fruit of a long-standing interest in Estonia and three years of documentation.
It marks the start of a promising literary career for this author with a passion for Estonian history and culture.

On December 13, members of CAdFE (the Business Club for French speakers in Estonia) were graciously invited by His Excellency Emmanuel Mignot, the French Ambassador, to a breakfast event at the Residence.
The guest of honor for the occasion was Andres Sutt, former Minister of Entrepreneurship and Information Technology and Chairman of the Estonia-France Parliamentary Friendship Group. This exclusive meeting provided a unique platform for CAdFE members to take part in cross-fertilization discussions on the economy, innovation, startups and market opening opportunities in France and Estonia.

Breakfast at the French Residence was an excellent opportunity for CAdFE members to interact with His Excellency Emmanuel Mignot and Andres Sutt, who shared his perspectives on strengthening economic ties between Estonia and France.
The Chairman of the Estonia-France Parliamentary Friendship Group shared valuable ideas that could shape and help Estonian companies penetrate the French market.
A highlight of the meeting was Andres Sutt’s insightful analysis of the Estonian economy, which differed very interestingly from what one reads in the press.

A tradition:

Organized exclusively for CAdFE members by the French Embassy, this breakfast continues a local tradition for the future International Chamber of Commerce. To follow: all members will receive an invitation to a breakfast at the embassy at some point during the year.

CAdFE expresses its gratitude to H.E. Emmanuel Mignot, Andres Sutt and Louise Dubrulle (Embassy Economic Attaché) and looks forward to future collaborations. The next breakfast is scheduled for February 28, and members can look forward to opportunities for exchange and collaboration throughout the year.
