The France-Estonia Chamber of Commerce and Industry was officially launched on Tuesday 27 August 2024 (www.ccife.ee). For the first time since Estonia’s independence restoration, an official Chamber of Commerce uniting France and Estonia has been established. Over 40 guests participated in the event held at the Mövenpick Hotel in Tallinn.

The first steps were taken on 10 February 2022 with the creation of CAdFE (FRANKOFOONIDE ÄRIKLUBI EESTIS MTÜ) counting 48 active members in June 2024. CAdFE organised 30 events, conferences and meetups from June 2022 until June 2024. In March 2024, CAdFE applied to become an official Chamber and to join CCI France International. After undergoing an audit and very thorough interviews, CAdFE candidacy was accepted during the CCI France International Annual General Assembly held in Paris on 25 July 2024.

This establishment integrates the new Chamber into the vast international network of CCI France International, which brings together:

  • 120 Chambers

  • in 95 countries

  • Comprising 35.416 companies

  • 905 bi-cultural employees

  • CCI France International consolidated revenue in 2023 was 80,5 million euros.

Additionally, the France-Estonia Chamber of Commerce and Industry is also linked to the French Chambers network, comprising 163 entities nationally.

To commemorate this significant milestone, Senator for French Citizens Abroad, Mr. Olivier Cadic, and the Member of Parliament / MP for the Third Constituency of French Citizens Abroad, Mr. Vincent Caure, are on an official visit to Tallinn on the 27th and 28th of August.

I hope that the economic relations between the two countries will gain further momentum with the opening of the Chamber of Commerce, which will certainly contribute to the increase of competitiveness in both countries and in the EU.”

This announcement underlines the interest of French companies and entrepreneurs in Estonia and strengthens the economic relations between our two countries. ”

During the event, we briefly outlined our journey towards this achievement and shared our goals to further enhance economic relations between France and Estonia. Currently, France is Estonia’s 12th largest economic partner, and we aspire to see it move into the top 10.

Official Status Update

Our new status was officially approved on August 8th at the  AGM and will be published in the Estonian Commercial Register in the coming days. The former CAdFE (Business Club for Francophones in Estonia) is now officially recognized as the CCI FE (Chambre de Commerce et d’Industrie France-Estonie)

 

Bilateral Trade Overview

Bilateral trade between France and Estonia saw significant growth between 2020 and 2021, driven by the post-COVID economic recovery. In 2023, Estonian service exports to France were particularly robust, increasing by 22%. Services now account for 40% of the total trade value. French goods exports to Estonia reached €755 million, highlighting the potential for further trade expansion. In 2022, France was the 13th largest customer and supplier. In 2023 it became the 13th largest customer and the 12th largest supplier. Including services, France gains a position and becomes Estonia’s 12th largest economic partner. Trade with France represents 1.9% of Estonia’s foreign trade (+0.2 points).

 

First 2024 semester key figures: French exports decreased by 13.5% in the first six months of this year compared to the same period last year (€203 million in 2024 versus €235 million in 2023). The largest declines were seen in electronics and computer products (-19%) as well as transport equipment (-37%).

French imports of Estonian products remained generally stable in value (around €170 million in the first six months of the year). However, there was a slight decrease in wood imports (-9%, approximately €45 million) in favor of a significant increase in imports of computer and electronic equipment (+54%, approximately €30 million). These two import sectors represent, in value, half of the products imported by France from Estonia. There was also a decline in French imports in the agricultural products sector (-96%), hydrocarbons, and pharmaceutical products.

Estonia’s primary exports to France include wood and wood products.Other major export categories include machinery and electronic equipment, as well as manufactured goods, chemicals, and industrial products. Conversely, Estonia imports vehicles and transport equipment from France machinery and electronic equipment, prepared foods, beverages, tobacco and chemicals.

At the end of my 5-month internship at CAdFE, I’ve been asked to share a testimonial about my experience in Tallinn.
Here, I present my impressions of the country, what I accomplished during my internship, and the overall benefits of this experience.

Violaine Champetier de Ribes, President of CAdFE, submitted all these questions to me.

  1. How did you choose your internship?

After completing an Erasmus exchange at Vilnius University in Lithuania, I was looking for an internship in the Baltic countries to continue my experience in the region.
I wanted an internship that would deepen my understanding of the economic world within an organization covering various areas to learn as much as possible.
I came across an offer shared by Arthur Fertier, a former intern at CAdFE, and I immediately applied.
After an interview with the president and the treasurer, I was accepted.
This opportunity also allowed me to enhance my understanding of the interactions between the public and private sectors on an international scale, contribute to the economic development of France abroad, gain a new perspective on entrepreneurship, and immerse myself in a different culture.

  1. Can you tell us more about your studies and the subjects you wish to specialize in?

I spent two years in a preparatory class for the École Normale Supérieure (ENS) D2 (Economics and Management), alongside a Bachelor in Economics and Management at the University of Rennes 1.
I then joined Sciences Po Rennes in 2022, where I followed a general curriculum mainly focused on social sciences, economics, law, history, and foreign languages.
I chose to concentrate on business management and international relations, which I further pursued during my exchange at the Institute of International Relations at Vilnius University in Lithuania for the first semester of my third year at Sciences Po Rennes.
After being accepted for my second-semester internship, I traveled to Estonia to explore and contribute to CAdFE’s activities.

In September 2024, I will begin a Master’s program in Risk and Quality Management at Sciences Po Rennes, and I aim to pursue a career in auditing, risk management, and consulting.

  1. Do you have any idea of the profession you wish to pursue?

I am interested in working as an internal or external auditor, where I can analyze processes and enhance business operations.
Alternatively, I am also drawn to consulting, where I can assist companies in solving complex issues and optimizing their performance.

  1. What was your impression of Estonia when you arrived last February?

Before arriving, my view of Estonia was shaped by common French perceptions of the country: I primarily knew about the major historical events, such as successive occupations, and was aware of the very cold climate and the Estonians’ reputation for being reserved and hard to approach.
While these stereotypes hold some truth, they do not fully capture the reality of Tallinn, a highly cosmopolitan city where it is relatively easy to meet people and integrate.
I was also pleasantly surprised by the country’s digital aspect, which I had not anticipated.

  1. What was your biggest surprise?

My biggest surprise was twofold: I was struck by the remarkable quietness that prevails in the city, whether in the streets, public transport, or during interactions with locals.
This tranquility, unusual for a city, creates a serene and relaxing atmosphere that I had not expected.
Additionally, I was deeply impressed by Estonia’s diverse landscapes and the harmonious blend of historic and modern elements in Tallinn.
The perfect coexistence of historical buildings and contemporary structures provides a fascinating glimpse into the city’s evolution while preserving its cultural heritage.

  1. What did you learn from your internship?

During this internship, I gained a deep understanding of the crucial role that chambers of commerce play in integrating French businesses internationally, particularly in Estonia.
I observed how an entrepreneurial network develops abroad and how Francophone businesses can be valued in a foreign context.
Interacting with various entrepreneurs, officials, and representatives from different countries was particularly enriching.
Additionally, participating in conferences helped me better understand the economic issues in Estonia, such as the environment, the banking system, and entrepreneurial networks.
This internship also allowed me to develop practical skills, including article writing, using communication tools, and daily practice of English.

  1. What did you like the least?
    Why?

It would be inaccurate to say I enjoyed every aspect of my tasks, but there wasn’t any particular task that I disliked.
As in any professional environment, there were moments when things didn’t go as planned.
However, I learned to put these situations into perspective and adapt quickly to achieve the set goals.
These challenges are an integral part of the business world and have helped me develop my adaptability and problem-solving skills.

  1. How will this internship be useful for your future?

This internship has been highly valuable for the development of my professional project.
It allowed me to acquire numerous skills, both professional and social, which will be beneficial throughout my career.
I gained insights into the importance of diplomatic institutions and associations, such as chambers of commerce, in promoting French businesses internationally.
Moreover, I expanded my network by meeting professionals from various fields, whom I can reach out to in the future for internships or job opportunities.
This experience has been extremely enriching, both professionally and personally, and has left me more confident and prepared for my future career.

Discover CAdFE’s Annual Gala 2024

Discover CAdFE's Annual Gala 2024

On June 13, CAdFE organized its third Summer Rooftop Party. The evening program began with inspiring words from CAdFE President Violaine Champetier de Ribes, who shared CAdFE’s extraordinary journey and future aspirations.

Afterwards, Signe Riisalo, Minister of Social Affairs, addressed the participants, emphasizing the importance of social initiatives and collaboration. Peter Thomsen, President of FICE (Estonian Council of Foreign Investors), then took the floor to offer his perspective on the year’s activities and the valuable partnership between FICE and CAdFE.

This was followed by a detailed presentation of CAdFE’s activities for the year 2023-2024, where Jean-Marc Salsa highlighted the many events and initiatives undertaken by CAdFE. Alice Järvet introduced Elizaveta Puzirevska and her Mini Grown project, as she was unable to attend. Elizaveta is the winner of our second entrepreneurship competition for Ukrainian women in Estonia. The team behind Fruitiki, last year’s winners, also took the floor to talk about their journey and achievements since their victory.

The French ambassador, H.E. Emmanuel Mignot, gave a speech recognizing CAdFE’s contributions to the French community in Estonia. Likewise, the Ukrainian ambassador, H.E. Maksym Kononenko, expressed his gratitude for CAdFE’s support of Ukrainian entrepreneurs and the community in general. A touching moment followed when Mykola Kononenko, son of the Ukrainian ambassador, read a poem by Victor Hugo in French, adding a cultural touch to the evening.

Finally, after reflecting on the successes of the past year, we looked to the future of CAdFE. Guests were invited to vote for their favorite type of event, helping to shape the association’s next program.

The sun was shining after a downpour and our guests enjoyed a buffet and drinks on the terrace in a relaxed atmosphere. It was a wonderful evening of socializing and networking, and a fitting way to round off our second year of business, with promise for the season ahead.

Thank you for attending CAdFE’s second-anniversary Summer Rooftop Party! Your presence made the evening truly special. We appreciate your support and look forward to seeing you again next season.

Fruitful exchanges between CAdFE and the Lycée CCI du Gard in Tallinn

On June 6, 2024, the Club d’Affaires Francophones Estonien (CAdFE) was delighted to welcome Luc Granier and Christophe Marzials, teachers at the Lycée de la Chambre de Commerce et d’Industrie (CCI) de Nîmes, who were visiting Tallinn from June 4 to 6 as part of the Erasmus program. The aim of this meeting was to explore the possibility of hosting French students from their structure on work placements in Tallinn in companies that are members of our business club.

Fruitful exchanges with Nîmes teachers

Luc Granier, computer science teacher specializing in IT services for organizations, and Christophe Marzials, associate professor of economics and management, came to explore opportunities for collaboration between the CCI Gard high school and CAdFE member companies. Their visit was marked by constructive and promising exchanges.

The CCI Gard Campus: A Partner of Choice
Campus CCI Gard, known for training the talents of tomorrow, offers courses from second year to Bac +5 in high-potential fields such as services, commerce, sales, communication, human resources and IT. Potential for collaboration with the Gard Chamber of Commerce and Industry
The meeting provided an opportunity to discuss internship opportunities for French students within CAdFE member companies. Discussions also focused on potential collaborations with the Gard Chamber of Commerce and Industry, strengthening the links between our two regions and opening up new prospects for the future.
First steps towards international cooperation
The very fruitful exchanges foreshadowed enriching future collaborations. This meeting is the premise of what CAdFE will soon be able to offer its members. French students could thus benefit from high-quality international work experience, while bringing their skills and dynamism to Estonian companies.
Conclusion

On Sunday June 2, 2024, over 35 people joined us for an unforgettable Intergenerational Pétanque Tournament organized by CAdFE! Despite the rain that interrupted the competition, the fun and conviviality continued with delicious cheese, cake and wine. 🍷🧀🎂

CAdFE breakfast with Mr Sten-Erik Mägus, Head of Ecosystem Development at Guardtime, at the Résidence de France

On June 4, members of CAdFE (le Club d’Affaires des Francophones en Estonie) were graciously invited to the last quarterly breakfast of the season, reserved exclusively for members, by His Excellency Emmanuel Mignot, the French Ambassador to Estonia, at the Residence of France. The guest of honor was Mr. Sten-Erik Mägus, Head of Ecosystem Development at Guardtime. This exclusive meeting offered CAdFE members a unique platform for cross-fertilized discussions on blockchain technology, tokenization and the future of digital and financial assets.

Guardtime has been active in the research and development of blockchain protocols and applications for over 10 years. They have built and deployed enterprise applications using blockchain technology, used in production by some of the world’s most demanding customers. They are one of the main contributors to Alphabill, a public blockchain that lets you create tokens on the blockchain and then use them in the real world, off-channel and even offline. Their thesis is that, over the next decade, every physical, digital and financial asset will be tokenized. The real world, however, is not “on-chain” and the blockchain’s role will simply be to be a censorship-resistant machine for the creation of tokens, which can be verified and used with zero trust assumptions off-chain in the real world.

Organized exclusively for CAdFE members by the French Embassy, this breakfast continues a local tradition for the future International Chamber of Commerce France Estonia.

CAdFE member Russell Snyder's analysis of France's reputation

Russell Snyder is an American-Finnish journalist currently living in Estonia.
He has traveled extensively, but his favorite destination remains France.
Russell recently joined CAdFE and enjoys the warm atmosphere of our community. He’s happy to help dispel the myth that the French are arrogant and rude… although he remains a little skeptical about waiters and civil servants.

The French have a reputation for arrogance and rudeness. In fact, I just saw a list on social networks ranking the ten rudest countries.
Who do you think was number one?
Yes, you guessed it. However, it seems that many of these so-called rudeness experts have never really spent much time in France, or have only been to Paris… or have judged an entire country by its waiters.

I remember my first trip to Europe in the 1970s. On the advice of some people (who had never been to France before), I decided to make a quick trip across the crescent country.
I happened to meet a nice French girl on the way north.
We spent a few pleasant hours chatting on the train, and before getting off, she invited me to her home.
How could I refuse?

After my adventures in Northern Europe, I headed to Lille to discover the small town of Lys-lez-Lannoy.
I couldn’t find anyone who spoke English, but friendly people helped me find the station.
I got off the train in the town of Roubaix, and people pointed me in the right direction. “C’est là-bas!” I must have looked confused because a man decided it would be best to drive me there.
He parked the car at the address I’d given him and didn’t leave until he saw me enter the house.
I had originally planned to spend a few hours talking with Thérèse, then return to Lille to find the youth hostel.
But her parents insisted that I spend a few days with their family.
So, in the meantime, when Thérèse wasn’t there, I had no common language with her family. Nevertheless, we communicated (or so I thought).
I had no idea what I was eating or drinking, but everything was delicious.
The following year, I hitchhiked across Europe for six months. I spent a lot of time traveling in France.
Although I encountered rude waiters, unhelpful civil servants and ill-mannered people, I found most French people to be friendly or at least tolerant.
And I was grateful to the locals who took pride in their city, gave me good advice or showed me around.
Back in Los Angeles, after my remarkable trip, I took French classes. When I graduated, I obtained a student permit to work in France. After finding several unsuitable jobs in Paris, I landed an internship at a ski resort in the Alps.
It was with the famous Club Med chain. As well as sporting activities, the emphasis at the club was on socializing with other visitors and staff. As a result, I learned a lot about French society, food, sports, leisure, politics, music, family life and much more.
Later, I chose to do another internship in Guadeloupe.
Since then, I’ve always sought out French cultural activities wherever I live. In Frankfurt, Germany, I joined the Franco-German club and actively participated in their events (they even asked me to organize a Californian wine and cheese evening).
In Helsinki, as a journalist, I was sent to seminars and press trips in France.
For example, imagine four inexperienced Nordic journalists sailing on a barge on the Loire.
We managed to survive.
Now that I live in Tallinn, I’ve attended information events, wine tastings and film screenings sponsored by the French Embassy. And even better, I joined CAdFE, which is a French business club.
So far, I’ve really enjoyed the club’s company visits, seminars, social activities, charity evenings, culinary events and even pétanque games.
The members are very friendly; and English, French and Estonian are spoken fluently.
In conclusion, if you want to find rude, arrogant French people, you’ll easily come across them.
But I encourage you to go a step further and discover the warm-hearted people behind a rich culture and fascinating history.
